Resource Teachers of Behaviour and Learning (RTLB) are itinerant, fully-registered specialist teachers who have the training and skills to provide support to schools and teachers for mokopuna with additional learning and/or behaviour needs. There are approximately 1000 RTLB nationally.

The NZ RTLB Professional Learning Network facilitates RTLB (teacher to teacher) development to increase its capacity to deliver effective, inclusive interventions within schools which improves outcomes for all mokopuna.

It is establishing a national framework of professional development and learning in order to increase RTLB capability and consistency. It will share best practices and provide a forum to learn from one another (Tuakana Tēina). These learnings will be shared with teachers and schools in a planned and strategic manner.
